Description/Responsibilities

The Command, Control, Battle Management, and Communications (C2BMC) Campaign Test Manager (CTM) leads multi-disciplined Government / contractor System Test Campaigns and assigned System Test Event Managers as the C2BMC System Testing (MDA/BCT) government representative and is responsible for ensuring overall planning, integration, and test execution of the C2BMC Element participation within Missile Defense Agency (MDA) system test campaigns. The CTM assignment will be focused in either the Flight test or Ground test arena. The primary work location will be in Huntsville, AL. with some overnight travel required for each.

The Campaign Test Manager responsibilities include, but are not limited to coordinating campaign-level plans, processes, procedures, support requirements and test environment configuration for the C2BMC with the Missile Defense National Team C2BMC (MDNT-B). System Test Events include simulations, flight tests, hardware-in-the-loop tests, etc. Campaigns include more than one system test in a series or progression of tests designed to accomplish a strategic or operational objective within a given time that can not be accomplished in a single system test event. The CTM will be responsible for coordinating efforts between system test event requirements and Event Test manager (ETM) responsibilities. The CTM will be expected to manage more than one Campaign at a time and will be required to work with the CTF, participating BMDS Element and Component test leads, C2BMC test managers, directors, analysts, experimentation staff, system engineers (at various levels), OTAs, Warfighters, and Test Lead agencies to assist in the definition of campaign test architecture, campaign test objectives, campaign test requirements, and campaign test execution and analysis plans, policies, and procedures. Coordination efforts will include various and multiple working groups and respective engineering staff members to develop and implement appropriate configurations and venues, and will also include collaboration on the development of plans (both test and analysis) and schedules to effectively measure the C2BMC integration, test, experimentation, and block activation.

The CTM will collaborate with MDA and CTF counterparts to develop BMD System Campaign Plans based on detailed analysis of multiple tests and simulation events; BMDS Element functionality and capability being tested/fielded in the Block; Engagement Sequence Groups that will be tested/fielded in the Block; and available test resources. The CTM will ensure current/future C2BMC functionality and capability based on current/new Hardware/Software are understood and taken into consideration by the test community during planning.

The CTM will ensure test objectives are developed for Campaign Plans that will verify and assess existing/new C2BMC capabilities and functionality. Effective management of the coordination and collaboration efforts will ensure sufficient planning, risk mitigation, rigor in pre-testing, and discipline in analysis and reporting exists to assure the government and other test participants that System Test Event test objectives will be met. Consequently, the CTM will have an active role in interfacing with MDA/BCE, the MDNTB Architecture & System Engineering IPT, and MDA/DEE to establish future requirements and functionalities block-by-block. This coordination at a higher level of strategic thinking will be shared with individual ETMs. The CTM will also work with the ETM to ensure the test architecture supports the demonstration of this new functionality.

The CTM will be BCT’s single POC responsible for establishing continuity and tracking trends across an entire campaign. Examples of focus areas include, but are not limited to ensuring applicability and consistency in:  test cases and scenarios, threat data, signature data, using the same Adversary Data Package; Blue Force laydowns; EWS COCOM configurations; AN/TPY-2 Index Mapping Files; etc.

The CTM, representing the MDA/BCT, will brief C2BMC related System Test Campaign information at numerous locations throughout the MDA area of responsibility and therefore will be required to attend other working groups, meetings, and conferences required to assure adequate preparation of presentations of varying levels of detail depending on the audience. Most briefings will be at the MDA 2-letter and 3-letter staff levels (Flag/O-6) and may include the Executive Venue briefings. Additionally, the CTM will also be responsible to fold in reported test results from status reports, after-action reports, lessons learned and close-out reports into future campaign planning efforts. Current Secret security clearance required. Top Secret is desired.

Minimum Education

Master’s Degree in management, leadership, business, business administration, or administration of computer science or information technologies, operations research, engineering, systems engineering, or engineering management. Certification in Program Management, System Engineering, or Test and Evaluation is a plus.

Minimum Experience
Fifteen (15) or more years of professional work experience. Ten (10) or more years of position specific work experience. Must be fully qualified as a technical manager with demonstrated work experience (technical management and leadership experience in engineering or technical assignments or positions) and required skill sets, with commensurate work experience discussed in the position description. At least ten years of military, government civilian, or DoD contractor experience. Joint duty or active participation in a joint duty assignment is a plus. A minimum of eight years experience in leadership or management positions; prior experience is necessary to ensure the efficient oversight of work teams and identification of program / team issues, concerns, and needs.

Description/Responsibilities

Serve as a mid-level engineer/ analyst providing technical expertise and support of the test scheduling process for the Missile Defense Agency’s (MDA) Combined Test Force. The individual will support the CTF processes by providing test schedule development, integration, analysis, and management of test event data supporting the BMDS test program. Candidate will develop, populate, and maintain an integrated test schedule database for the purpose of coordinating and deconflicting key test event requirements, test resource allocation, and competing external requirements. Support may include working as an embedded member of a test event team preparing detailed, test specific schedules or at the Test Baseline level supporting the integration and analysis of test events across the CTF. Candidate will be responsible to develop and present test schedule data to support technical and executive reviews and assessments of all flight and ground test schedules. Candidate will be required to prepare formal and detailed test schedule change requests and in some instances present change requests and position papers before the Test Configuration Work Group and Integration Synchronization Group. Candidate will assess and advise the Test Event Manager on the impacts of the proposed change to an existing test window as well as how changes perturb the campaign linkage between this test and other flight and ground tests. Candidate is required to have proficiency in Microsoft Project. Duties may expand with future changes in the scope and construct of the MDA test baseline.

Minimum Education

BS degree in technical field - system analysis, operations research or mathematics desired.

Minimum Experience

10 years general experience and at least 5 years specific experience with schedule development, test and evaluation or related areas required. Proficiency in Microsoft Project is mandatory. Experience developing, using and integrating MS Project Schedules. Experience with missile defense-related technologies, engineering and testing. Experience formally developing schedules on large, complex program required. Experience with MDA and MDA system test desired. Demonstrated ability to independently evaluate the adequacy and completeness of complex event schedules and documentation. Requires strong communication skills (written and verbal) with an ability to generate concise briefings, papers, correspondence and detailed reports. Also requires an ability to interface directly with the customer and coordinate multiple stakeholder inputs into a single product. Experience developing, using and querying databases (such as Access). Proficiency using Milestone Professional. Proficiency in Microsoft Office Applications (Word, Powerpoint, Excel) and ability to navigate and use web portals for communication. MUST HAVE CURRENT SECRET CLEARANCE.
